ITEM NO. 1 - CALL TO ORDER AND INTRODUCTORY REMARKS: The fourth meeting of the year was called to order by District Chairman, Paul Wilson, at 7:00pm.

ITEM NO. 2 - ROLL CALL AND INTRODUCTION OF NEW DIRECTOR'S AND GUESTS: Attendance was handled via a sign up sheet.

ITEM NO. 3 - READING OF PREVIOUS MINUTES: There were no objections or changes to the previous minutes, so they stood approved as distributed.

ITEM NO. 4 - TREASURER'S REPORT: Current Budget Status - Balance $12,996.60

Balance for 2002-2003 - +5,455.60

ITEM NO. 5 - COMMUNICATIONS:

    1. All-State audition material, including M.S. Jazz is on the FBA website

Marching Band/Physical Education credit has passed both the House and Senate.

1003.43 General requirements for high school graduation.--

(j) One credit in physical education to include assessment, improvement, and maintenance of personal fitness. Participation in an interscholastic sport at the junior varsity or varsity level, for two full seasons, shall satisfy the one-credit requirement in physical education if the student passes a competency test on personal fitness with a score of "C" or better. The competency test on personal fitness must be developed by the Department of Education. A district school board may not require that the one credit in physical education be taken during the 9th grade year. Completion of one semester with a grade of "C" or better in a marching band class or in a physical activity class that requires participation in marching band activities as an extracurricular activity shall satisfy a one-half credit requirement in physical education. This one-half credit may not be used to satisfy the personal fitness requirement or the requirement for adaptive physical education under an individual educational plan (IEP) or 504 plan.

ITEM NO. 6 - UNFINISHED BUSINESS: None

ITEM NO. 7 - COMMITTEE REPORTS

    1. It is voluntary.
    2. Students who participate stay for the marching band music performance assessment.
    3. If enough interest, maybe the upper deck, or a portion thereof could be opened for them.
    4. Each director, who has students participating needs to be in attendance or follow the FBA regulations regarding emergency situations where a director cannot attend an event.
    5. Schools need to provide adequate chaperones for the students who are participating.
    6. Students would assemble approximately one hour prior to marching MPA to rehearse and to go over entrance and exit procedures. The specific arrangement of the National Anthem to be used would be published at the first FBA District Meeting.
    7. Students would enter the field as one unit not as separate schools.
    8. Suggest Mike Parks or Del Kieffner be the first directors.

    1. West Orange H.S. for M.S. District Concert MPA

      Motion to approve by Lee Sellers/Skip Perry PASSED

    2. Discovery M.S. for M.S. Solo and Ensemble MPA

      Motion to approve by Ken Boyd/Jim Smisek PASSED

    3. All-State auditions will be Piedmont Lakes M.S.

ITEM NO. 11 - None

ITEM NO. 12 - SUGGESTIONS FOR ANY COMMITTEES: None

ITEM NO. 13 - PROPOSALS TO THE EXECUTIVE BOARD: None

ITEM NO. 14 - CORRESPONDENCE:

    1. A letter from Ronald Blocker, Superintendent of OCPS, the summary of which concludes that the Marching Band MPA is a good thing.
    2. A letter from Dr. Jeff Jordan, Band Director at Olympia High School thanking the entire district for the many hours of hard work and dedication to make this year a success. (The entire letter was read at the meeting.)

ITEM NO. 15 - GOOD OF THE ASSOCIATION:

    1. Mike Parks noted to congratulate Dr. Phillips High School Wind Ensemble and their director, Dan Belognia for being accepted to perform at next year's Midwest Conference. This is the first band in the history of OCPS bands to be accepted.
    2. Dan Belognia requests help for all members of the district for sectionals and rehearsals in preparing for Midwest.
    3. Mike Parks provided the 2002-2003 OCPS Music Department Calendar. (handout) He will be emailing orchestra dates to you as soon as they are available. Chorus dates are not available because that depatment decides their dates as the year progresses.
    4. Lee Sellers announced that the Bank of America was taking donations for the Desoto M.S. and Carver M.S. Scholarship funds through May 10, 2002 in honor of Carol McQuay.
    5. John Christian, Band Director at Lake Highland Prep, thanks everyone who attended the Air Force Band Concert. There were 2100 in attendance. Next year plan for the Army Band.
