Meeting called to order by President Phillip Wharton at 11:00a.m.
President Wharton welcomed all board members, committee chairs, and guests.
Patricia (Pat) Sutherland was introduced by President Wharton. She in turn introduced David Reynolds and Ralph of the Tampa Convention Center. They explained the rooms’ set-up, arrangements and a/v set-up. She provided a cell number for any problems.

Report of officers:
Carolyn Minear addressed the Constitution and Bylaws Revisions – A draft will be presented before the next meeting. The theme for the 2002 Conference will be “FLORIDA MUSIC AND MUSICIANS: PAST, PRESENT, FUTURE.”
Executive Director’s report:
James Perry addressed Clinic-Conference issues and spoke about pre-registered members and students. New this year is a “Problem Resolution” form for registration. The Pre-Registration process will be addressed in more detail at the April meeting. 23% of pre-registrations had some type of problem.
Exhibit Manager’s report:
Byron Smith talked about the number of exhibitors – up from last year.
Bob Drumm: There has been an increase each year over the previous year.
Component Association Reports:

•John Southhall update on fundraising – t-shirts – changed colors
•Karen Smith, presented FEMEA report (on file). NOTE: All-State Elementary
Chorus membership has increased. More principals paid for teacher
memberships.

•Tom Silliman presented FOA report (on file)
•Gary Miller presented the FVA report (on file)
Motion: by Gary Miller. Any student wishing to participate in the All-State program must be a member of a music ensemble that participated in a FBA, FOA or FVA sponsored district concert festival the previous year. Furthermore, the director of the sponsoring ensemble must have dues to MENC, FMEA and one component current, in order for a student to participate in the auditioning processes associated with the component group. The sponsoring school or group must also be current in their dues to FSMA. An exception to this rule may be made on behalf of any student that does not have access within the school district to an organized ensemble program. (This would apply mainly to Orchestra where there may not be an orchestra program available.) The exception may be made only if application is made to the sponsoring components president or executive director.

Tom Silliman offered a friendly amendment: to accept students from “cross” components.
June Hinckley recommended “tabling” the motion and have reviewed by an attorney.

•Cheri Acosta Sleeper presented a verbal report on the Tri-M:
They are trying to increase state membership and working on a State Tri-M
Conference. There will be a Tri-M reception for All-State students with a
session, “Now that you have a Tri-M chapter, what do you want to do with it?”
at 4:45pm on Thursday, Jan 11th. They are encouraging more information be
put on the internet – highwire.net will sponsor any Tri-M chapter for free. In
the future, plans are to work more with MIOSM – it is good involvement for
Tri-M in the community.

Nicholas DeCarbo commented that a stronger connection with FCMENC and
Tri-M chapters is needed.
President Wharton informed the Board that Florida had the most new Tri-M chapters last year of any MENC state affiliate. He emphasized the need to continue to spread the word on the process of enrollment.
June Hinckley noted that Jason Locker received the Tri-M award.
Neil Jenkins suggested that the Tri-M chapters be posted on website.

3rd in Palm Beach County is the “Race for the Arts”, 5K race, to raise money.
•Randy DeWitt presented the Music Industry Council report (on file). See report
for Gallup Survey information.
•Ricky Fleming presented a verbal report of the World Music Cultures.
•June Hinckley presented the Department of Education report (on file)
Motion from the Joint Foundation Committee: The FMEA and FSMA shall undertake to establish the Florida Music Foundation and shall jointly contribute equal amounts up to $30,000 each as “seed” money. Until the first meeting of the Foundation board, the FMEA and FSMA Executive Committees shall oversee financial expenditures and the releasing of funds from the respective associations.

Conference Issues:
Carolyn Minear indicated the need for an introduction for the FAMU Flute Choir, Friday at 11:30a.m. Willie Williams (Shelby Fullerton, if needed) agreed to do so.
Industry Session – 44 applied. The component presidents will prioritize the ones accepted.
Kathy Sanz announced the Past-President’s Breakfast.

The importance of casting a ballot for president-elect was emphasized. One ballot box will be at registration and 2 boxes will be on the session floor.
Shelby Fullerton invited the Board members to the Yamaha reception.
President Wharton announced the President’s Reception at the Wyndham Harbour Island Hotel after the All-State Jazz Ensemble performance. Barbara Gear, SD President, will be attending the conference as our guest. Southern Division Conference will be in Louisville, KY, Feb. 7-11, 2001.
President Wharton asked that the one-page conference surveys please be completed and returned before close of conference.
The Exhibit Opening Ceremony will be held at 1:15p.m. - immediately following the 1st General Session. There will be a ribbon cutting, recognizing Bob and Lois Drumm and Disney’s “Rhythm Rascals” will perform in the Exhibit area for 30 minutes.
Captain Winston Scott, 1st General Session will be introduced by Bill Ledue, his high school band director, who was inducted into the FBA Hall of Fame.
Dr. Bentley Shellahamer will be the keynote speaker at the Second General Session of this year’s conference.
