Monday, October 25, 2004

The board meeting officially convened at 1:00pm by President Roger Dearing

Present were: Roger Dearing, Lynda Roser, Jeanne Reynolds, Jane Gallucci, Robert Ingram, Daniel Sims, Milagros Fornell, Regina hicks, Frank Howes, Neil Jenkins, Chuck Fulton, Joe Luechauer, Kathy Cook, Dale Choate, June Hinckley, Duane Hendon, Elaine McNamara, Don Langland, David Lewis, James Perry (staff), Bruce Belrose (staff), Val Anderson (staff)

Absent were: Vertis Lane, Eugene Trochinski, Jean Boer

Guests: Brian Hellhake, FOA, President-elect; Susan May, Ethridge & Miller

President Dearing welcomed everyone and asked James Perry, FSMA Executive Director, to certify that a quorum was present. Quorum was present and certified.

After introductions, President Dearing directed attention to the Minutes of the Feb. 23-24, 2004 Board Meeting.

Susan May of Ethridge & Miller presented the FSMA audit for FY 2004-2005, as well as the FOA and FVA audits conducted by FSMA on behalf of the component associations.

James Perry discussed the internal audit letters for FBA, FOA, and FVA.
President Dearing stated that each letter had the same comment that need to be addressed:

  1. Is 10 days enough time for district chairmen to respond with MPA results?
  2. Payment to adjudicators without social security numbers. (Discussion: Don’t pay them if they don’t supply the social security number.)

President Dearing commented that if all reports were sent to Bruce Belrose (even the ones with errors), then the ones with the errors would have an additional 10 days to correct the errors.

President Dearing suggested that a statement should be placed on the form advising that the social security number will remain confidential. Bruce stated that is can be done.

2:00pm – 2:05pm Break

The Pinellas County Tarpon Springs Jazz Ensemble and Saxophone Quartet performed two selections. Directors: Kevin Ford and Bob Barfield.

When the meeting resumed, James Perry gave the budget details that were presented to the Finance Committee.

Kathy discussed the MPAs (no handout). She gave 2 new sites and they are: Brandon High School and Coral High (Miami). Awards are being given and can be purchased through the Executive Director of FOA.

FVA - Dale Choate (see report for details)

FMEA Task Force on Assessment - Frank Howes

Frank Howes gave a brief history of how the task force came into existence. He also gave details on how the exam is going to be administered.

June Hinckley gave comments on the FMEA Task Force on Assessment. She stated that one area is to ask “What are the conditions of learning? James stated that this is part of Tim Brophy’s cover letter about the class size, minutes of instruction, etc. There were other discussions on this subject.

Open Discussion: Motion to suspend Roberts Rules of Order by Kathy Cook/David Lewis.

Tab 11 – Don Langland asked everyone to turn to the Rules & Regulations, Section 1.11 (states that everyone is certified; Section 5.1 (states that one (1) person should be certified.

There was a lot of discussion on the adjudicators not conducting the S/E on the same date.

5.4 Does the adjudicator have to go through the seven (7) hour training again? The answer was yes.

5.5 The same panel can not go back to the district in the same capacity.

James Perry stated that a committee can be put together to address the recertification class every 5 years.

June Hinckley stated that FSMA should recognize the schools that achieves superior.

June Hinckley requested FSMA to set up a small committee t look into AP Music theory in failing schools.

Lynda Roser asked everyone to review the Executive Director Monitoring Reports.

The meeting convened at 9:15am by President Roger Dearing.

Open Discussion continued:

June Hinckley discussed the Florida Alliance for Arts Education conference on November 8-9, 2004.

Joe Luechauer asked if the components had a document similar to the Executive Director’s Monitoring Plan because it is a very helpful module.

Tab 8 – Executive Director’s Report

James Perry discussed the Membership by Year report. He noted that when the districts take advantage of the 15% discount, the revenue goes down, even though the number of member schools goes up.

The Appeals Committee did not convene because of the hurricanes. Any schools joining after January 1st will be sent to the Appeals Committee.

Legislative issues – 1003.455 Physical education; assessment. James stated that there will be a meeting between FAPHERD and FSMA in the near future.

Old Business: Everyone loved the hotel and reception.

New Business

Lynda Roser stated that there needs to be a response to the internal audits. President Dearing requested that the Executive Director(s) need to respond in writing early enough that the board can see. The suggestion is the response must be returned within 15 days.

June Hinckley stated that 84 schools offer AP Theory in Music. There are about 1,000 schools. There was a lot of discussion on this issue because the Governor’s Office is interested in AP in music programs.

Recommendation was made to move $15,000 to reserves. The Financial Report was approved.
