ITEM NO. 1 – CALL TO ORDER & INTRODUCTORY REMARKS

Cathi Leibinger, District Chair, called the meeting to order at 9:04 am. She briefly explained the check-in process for all district entry forms.

ITEM NO. 2 – ROLL CALL & INTRODUCTION OF GUESTS

Cathi passed around an alphabetical listing by school that denotes director, FBA membership status, and FSMA membership. She asked directors present to initial next to their name. Guests also signed in at the bottom of the list.

ITEM NO. 3 – READING OF PREVIOUS MINUTES

Cathi read portions of the previous minutes for clarification purposes. Under NEW BUSINESS: "To host all solo & ensemble events at Killian H.S. This motion passed with a unanimous vote". Cathi also noted the recording fee, date & location of concert music performance assessments, and other pertinent information.

Cathi briefly discussed the information regarding current assessments, and that due to a problem with postage, the mailings were returned to her, and they were distributed to members present at the FMEA convention. For those who did not receive these packets, all members should have received their bulletins from the state board meeting that listed all assessments. This information is also posted on the FBA web site @ www.flmusiced.org.

Member Lowell Thomas cited that he didn’t receive information until the day before he left for FMEA. He also noted computer problems accessing the old FBA website.

Cathi asked members present if there were any other corrections to the minutes. None were noted.

Cathi cited the status of several motions that were presented to the board. Two motions, in the form of proposals, from District 16 were presented at the April meeting 2001. The proposal regarding the state award for the state superior award failed at the state level. One reason cited was that it would detract from the Otto J. Kraushaar award. The second proposal that the State S&E be split into multiple sites was sent to the S&E committee. It was brought back to the May board meeting where it failed.

Cathi asked members present if there were any other questions from previous minutes. None were noted.

 

ITEM NO. 4 – TREASURER’S REPORT.

Current Balance: $2333.56

FSMA loan: $3500.00

2002 District 16 Assessment fee: $7.35

Cathi noted that we had to ask FSMA for a loan for start-up expenses. At first FSMA was reluctant to loan the $3,500.00, and wanted to loan $1,500.00. They later agreed. The reason for the loan is due to a deficit incurred of $2,500.00. As stated in previous minutes, this deficit was due in part to custodial and adjudicator expenses. Our assessment increases are proportional to the increase in the cost of running the festival. Cathi noted that since our district (unlike other districts) does not charge for gate admission at Marching MPA, our fee continues to increase.

Malena Calle queried whether M-DCPS would be receptive to allowing us to charge admission at the gate. Cathi suggested that they might not be receptive since the county provides everything except judge’s expenses. Cathi cited other districts that increased their assessments, some quite significantly.

ITEM NO. 5 – READING OF COMMUNICATIONS

Our district received two letters from state Executive Director Duane Hendon granting permission for Susan Bazin (Key Largo M.S.) and Robert Sax (Coral Shores H.S.) to attend our district S&E and Concert MPA.

Letters requesting permission to perform for comments only were received from Hialeah M.S. and South Dade H.S. These requests were tabled until NEW BUSINESS.

A letter was received from Westwood Christian asking for a correction in classification.

Cathi reminded all present that non-members cannot petition the board unless they are a member in good standing (Section 12 G, page 4 bylaws). She noted that there were instances of directors in our district who are petitioning board for special exceptions who are not members. All requests from non-members were denied.

ITEM NO. 6 – UNFINISHED BUSINESS

Cathi thanked Ken & Angela Goff for the organization skills they lent to our district for the Marching MPA. Stephen Rivero, noted that the 35-minute time is inadequate, the band cannot walk out to warm-up are in time and get the full value of warm-up. He said he would like to see a 45-minute warm-up time. Cathi asked Ken to schedule extra time for busses arrival, and to make warm-up time 45 minutes, perhaps adding a third warm-up area. Stephen asked for flexibility on the part of the proctors. Stephen will be forwarding a sample of the schedule he uses for his competition to the chair on or before the first meeting in August of 2002. Regarding State S&E MPA, Erich Rivero expressed deep concern for low attendance at state in Jacksonville for bands in the southern part of Florida. He intends to write letter to Duane Hendon expressing his concern.

Regarding the FMEA All-State convention, Cathi noted the excellence of the bands. A lengthy discussion ensued regarding the procedure and criteria used to determine selection of students, and re-seating auditions. Several motions were written (refer to PROPOSALS TO THE EXECUTIVE BOARD).

Bobby Keating requested to see the judging criteria that all-state judges use to determine how students are placed or even selected. He inquired as to judges’ expectations. Cathi reviewed all-state procedure for collecting the tapes, routing them to appropriate personnel. Daryl Clark cited that it is left up to the discretion of the judges. He commented that it would be great if we had a standardized sheet. Brian Wuttke suggested that since we have criteria referenced sheets for our MPA’s, why not the same for the All-State evaluations? Bobby Keating inquired as to the possibility of having more than one person evaluate the tapes. David Hillbery inquired as to reseating, and how were judges selected. Cathi noted that each coordinator selects the judges. David Hillbery inquired as to what the chances would be of the having the same tape and re-seating judges. Daryl, speaking with the experience of having been an All-State coordinator, said that would be difficult at best since some tape judges couldn’t attend All-State.

ITEM NO. 7 – COMMITTEE REPORTS

Brian Wuttke spoke in regards to S&E, and Jazz MPA. The dates for S&E events are as follows:

High School: Feb. 22nd & 23rd @ Killian H.S.

Title change deadline – Tuesday, Feb. 12th.

Middle School: March 1st & 2nd @ Killian H.S.

Title Change Deadline – Tuesday Feb. 19th.

He noted that, as has been done in the past, the membership will be receiving a packet detailing the equipment provided, sound system setup, directions to the school, Jazz Band set-up procedures, warm-up are, concession prices, and other pertinent information. He said that he would send out a request sheet for sound needs. Brian Wuttke asked those present if they had any suggestions. David Hilberry said he would like to do a site visit so that he may offer the best recordings possible. Stephen Rivero asked that the host school provide a storage area for instrument cases and equipment. Brian Wuttke said he will add that information to the request form, but he could not provide security for any equipment or instruments placed in these areas. Brian Wuttke will be contacting directors to help provide a second set of concert percussion for S&E. There were no volunteers who could help provide additional pianos for the solo rooms. Killian does have some pianos, but they are not in the best condition. He will appeal to the district in the form of a mailing, but if no one came forth to offer help, we are to settle for what is provided without complaint. Erich Rivero, Stephen Rivero, and Lee Johanson volunteered to work the stage for the Jazz MPA. Monica Harmon, David Hillbery, and Peter Muller offered to help provide music stands.

Malena Calle volunteered to prepare cassette tapes and Adjudicator forms for both Concert and Jazz MPA’s. Peter Muller volunteered to produce all of the programs for Concert and Jazz MPA’s.

Cathi cited the need for a community relations person for our district MPA’s: Brian Wuttke will ask parent Debbie Ruiseco to move on this.

Cathi formally announced that entry forms and discs are due. Cathi will send out packet of schedule, including a title change form for all groups. S&E titles changes are to be forwarded to Tim & Kathi Blaha. All Concert & Jazz title changes should go to Peter Muller & Malena Calle for the program and adjudicator sheets. As has been done in the past, all bands will be scheduled by classification & size. Special requests will be honored as best as possible with timely forms receiving first priority.

Regarding the high school concert MPA, Cathi announced the judges. They are Shelby Chipman, Ivan Wansley, John Southall, and Bob Drumm. Daryl noted that last year three band directors forgot some of their equipment and asked to borrow some from Coral Reef. Daryl noted that, as written on his cover letter, he would only provide what is listed on that letter. Malena Calle noted the excellent job the director and students did at the concert MPA last year.

Regarding the M.S. concert MPA, there is no site yet. Pete Muller and Erich Rivero both said they would check to see if their buildings are available. The judges for this MPA are Doug Yopp, Jason Duckett, Tina Laferierre, and Bob Drumm.

Brian Wuttke noted that the official classification for all for second bands is "C". This is a change from past policy. In spite of this change, the music requirements are still the same.

Cathi read letters of request for comments only from South Dade H.S., and Hialeah M.S.

ITEM NO. 9 – STATE BAND MPA DATE & SITES

State Band MPA

North: May 3,4,6,7; Florida A&M; Tallahassee

South: April 24,25,26,27; Cypress Lakes for the Arts; Ft. Myers

Central: April 29 – May 2, Florida Southern College, Lakeland.

State S&E, Jazz Band MPA

April 1,2,3, 2002; Bartram Trail H.S.; Jacksonville.

ITEM NO. 10 – ELECTION OF OFFICERS

Cathi, as had been previously announced, will not finish out her term next year. This is due, in part, to her accepting the position of state M.S/J.H. representative post on the FBA board of directors. She discussed all options for selecting a new chair with the membership.

MOTION: Rivero, S./Rivero E: to accept Brian Wuttke as the new chair for a 3 year term.

MOTION PASSED: with a unanimous vote.

MOTION: Lamp/Zwolinski: to accept George Walters to a one year term as secretary.

MOTION PASSED: with a unanimous vote.

Cathi noted that during George’s term, we will need to find someone willing to accept a two year term as secretary. This candidate should be someone willing to move up to chair the district upon completion of Brian’s three year term.

ITEM NO. 11 – SELECTION OF MPA DATES FOR 2002-2003

 

Marching MPA – Sat. Nov. 9th, 2002 (pending stadium availability).

High School S&E, Jazz MPA – Feb. 21st and 22nd, 2003.

Middle School S&E, Jazz MPA – Feb. 28th and March 1st, 2003.

High School Concert MPA – March 6th – 8th, 2003.

(Secondary date) March 13th – 15th, 2003.

Middle School Concert MPA – March 17th – 21st, 2003.

(Secondary date) March 24th – 28th, 2002.

ITEM NO. 12 – ADJUDICATORS FOR FESTIVAL

Jermaine Fleming, who chairs the adjudicator selection committee, was not present at the meeting. Cathi asked if anyone present had recommendations for adjudicators for MPA. There was no response.

Malena Calle asked if there was a list of adjudicators, and what the possibility of printing or posting a list would be. (For more information, see PROPOSALS TO THE EXECUTIVE BOARD).

ITEM NO 13 – NOMINATIONS FOR THE ADJUDICATOR LIST

None.

ITEM NO. 14 – SUGGESTIONS TO THE CLINICS COMMITTEE

Jason Hatfield asked for a clinic regarding young directors and the skill of selecting music appropriate for the ensemble. Carlos Perez commented on how beneficial the clinic presented at All-State by Bruce Pearson was. The clinic was sponsored by the industry on how to choose instruments for beginners. It was suggested that the clinic be offered again, but as an FBA clinic rather than an Industry clinic.

ITEM NO. 15 – PROPOSALS TO THE EXECUTIVE BOARD.

MOTION: Hillbery/Calle: to create and distribute judge’s criteria for the All-State auditions.

RATIONALE: Directors need to inform their students as to what judges listen for in their performance of the All-State material. If there is any weight being given to one aspect of the audition over another, that information should be consistent across all of the audition groups.

MOTION PASSED: with a unanimous vote.

MOTION: Hillbery/Calle: to allow for two judges listen to each All-State audition tape, simultaneously if possible

RATIONALE: Multiple opinions judging student auditions would help alleviate discrepancies.

MOTION PASSED: 43 Yes, 1 No, 0 Abstentions.

MOTION: Calle/ Hillbery: to publish a list of the names and captions of adjudicators for the general membership.

RATIONALE: The membership needs to know what adjudicators are available for nomination at all district events. This could easily be accomplished by adding pages to the front of the FBA directory, listing those members who are judges and the captions they can judge.

MOTION PASSED: with a unanimous vote.

MOTION: Wuttke/Rivero S.: to eliminate the category of grade VII on all classification tables found in the FBA handbook on pages 8 & 9.

RATIONALE: Grade VII pieces were combined with grade VI pieces several years ago and are not depicted on the music list.

MOTION PASSED: with a unanimous vote.

ITEM NO. 16 – GOOD OF THE ASSOCIATION

*** SUMMER CONFERENCE *** July 11 - 13, 2002 *** PLAN TO ATTEND ***

The FBA SUMMER CONFERENCE is developed. It will be held at the Altamonte Hilton at the intersection of I-4 and SR436. A bulletin will be sent this Spring concerning details along with pre-registration and hotel reservation materials.

There will once again be a DIRECTORS' BAND, so be prepared to participate.

 

The Killian High School Wind symphony will hold a benefit concert featuring Grammy recording artist Ed Calle and Teen Sensation Larissa Lockett on Wed. January, 30th, 2002 at Varella High School. The concert begins at 7:30pm and tickets are $5.00. Proceeds benefit the Killian Wind Symphony trip to the Bands of America National Concert Band Festival in Indianapolis, Indiana.

Erich Rivero congratulated Mary Terhune early on her retirement at the end on this year. He also mentioned that the district is very proud of fellow member Chris Dorsey on his Jazz Band’s outstanding performance at the Midwest International Band & Orchestra Clinic.

Cathi announced that member Kim Johnson is still on chemotherapy, but is hoping to be back on January 23rd. She also acknowledged All-County Music, and Jeff Geist, for providing juice and doughnuts at this meeting.

Stephen Rivero congratulated the HML Jazz Band and their director Eloys George for their performance at the FMEA All-State clinic.

Allen Lamp urged us to keep George Walters, whose mother is in the hospital, in our thoughts and prayers.

Reminder for all District 16 members: A late fee of $50.00 will be assessed for registration forms turned in after January 19th. This $50.00 late fee will increase to $100.00 on January 30th, and paperwork will not be accepted after February 2nd.
